I had to do some research earlier when i found a few old rulings that I tend to forget.... alot...
 
Timing is the basics of Yugioh.  You have to know when to activate that trap card so it isnt wasted.  You have to know when to play that magic card so it isnt going to lose it's effectiveness... so on.
 
This review is based on Trap cards and Instant/Quick Play Magic cards.
 
Everyone knows that both a Trap and Instant Magic card can only be activated after setting for a turn.  Instant Magic gains an advantage of being able to be played from your hand like a normal Magic card, but the "One Turn" rule still applies when you set the Instant Magic.
 
Ok.  Now the Activation Rules.  The simple fact is:
 
NO TRAP/INSTANT (T/IM) MAGIC CARD CAN BE ACTIVATED AT "ANYTIME."
 
 
The only legal times to activate a T/IM are very specific:
 
When your opponent plays a card, or when your opponent begins/ends a phase.
 
 
The phases are simple (for refresh reasons)
 
Draw Phase
Standby Phase
Main Phase 1
Battle Phase
Main Phase 2
End Phase
 
Now, some things must be clarified.  During the Draw Phase, NOTHING activates.  Nothing.  NOTHING can activate in between the Draw Phase and Standby Phase either.
 
Drop Off/Lost Property is activated during the Standby Phase.
 
Time Seal is activated BEFORE the Draw Phase.
 
Waboku is activated either before the Draw Phase, or during the Standby Phase.
 
Fire Starter/Hino Kagu Tsuchi's discard effect activates BEFORE the Draw Phase.
 
This means that if a player were to somehow "Skip" his or her Standby Phase, then nothing can be activated in reaction to the Draw Phase or the Standby Phase.
 
That means that...
 
WILLPOWER OF NORMALCY
Permanent/Continuous Magic
If you draw a Normal Monster during your Draw Phase, you can show that card to your opponent and draw 1 more card.
 
... is activated during the Standby phase, checks on the card drawn from the Draw Phase, player will then draw if possible, then the effect ends since it is no longer the Draw Phase.
Now, some more info.  ALL, i repeat, ALL T/IM cards cannot be activated without a trigger event, and that trigger event is usually your opponent playing a card, or setting a card.
 
That should be simple to remember............ right?
 
This is just so you don't make that mistake too much since it will effect certain card effects or it might wrongly disrupt a player's strategies.
